For the purpose of electing various Federal, State, and City officials and for the approval or rejection of various State and City referenda, wherein said Electors shall: in each voting district give in their ballots as provided by law for Presidential Electors for President and Vice President of the United States for a four-year term; for a Senator in Congress for a six-year term and a Representative in Congress for the Second Congressional District of the State of Rhode Island for a two-year term; for a Member of the Rhode Island General Assembly to represent the Twenty-Sixth, Twenty-Seventh, Twenty-Eighth, and Thirty-First Senate Districts for a two-year term; for a Member of the Rhode Island General Assembly to represent the Fourteenth, Fifteenth, Sixteenth, Seventeenth, Eighteenth, Nineteenth, Twentieth, Forty-First, and Forty-Second Representative Districts for a two-year term; for Mayor of the City of Cranston for a four-year term; for three Members of the Cranston City Council – City Wide for a two-year term; for a Member of the Cranston City Council to represent the First, Second, Third, Fourth, Fifth, and Sixth Wards of the City for a two-year term; for a Member of the Cranston School Committee – City Wide for a two-year term; for a Member of the Cranston School Committee to represent the First, Second, Third, Fourth, Fifth, and Sixth Wards of the City for a two-year term; and will approve or reject the state and local bond issues, propositions, questions, and amendments to the Home Rule Charter of the City of Cranston herein printed:


EARLY VOTING NOTICE
Early Voting will take place at the Peter T. Pastore, Jr. Youth Center, 155 Gansett Ave., weekdays starting Wednesday, October 16, from 8:30 a.m. to 4:30 p.m. Early voting ends at the 4 p.m. deadline on Monday, November 4. Early voting will additionally be open on Saturday, November 2, from 8:30 a.m. to 4:30 p.m.

There are seven questions on the Cranston ballot wherein voters will have the choice to Approve or Reject. Questions 1 through 5 are state questions. Questions 2 through 5 are authorized by Chapter 117, Public Laws 2024: Shall the act passed by the General Assembly at the January 2024 session allowing Rhode Island to issue bonds, refunding bonds, and temporary notes to pay for the projects listed below, be approved, and the State be allowed to issue these bonds, refunding bonds, and temporary notes as outlined in the law?

1. CONSTITUTIONAL CONVENTION

(Section 2 of Article XIV of the Rhode Island Constitution)

Shall there be a convention to amend or revise the Rhode Island Constitution?

2. HIGHER EDUCATION FACILITIES - $160,500,000

For capital improvements to higher education facilities, to be allocated as follows:

a. University of Rhode Island Biomedical Sciences Building - $87,500,000

b. Rhode Island College Cybersecurity Building - $73,000,000

3. HOUSING AND COMMUNITY OPPORTUNITY - $120,000,000

To increase the availability of housing, support community revitalization, and promote home ownership, to be allocated as follows:

a. Affordable Housing - $80,000,000

b. Acquisition and Revitalization - $10,000,000

c. Homeownership - $20,000,000

d. Site Acquisition - $5,000,000

e. Housing Related  Infrastructure - $4,000,000

f. Municipal Planning - $1,000,000

4. GREEN ECONOMY BONDS - $53,000,000

For environmental and recreational purposes, to be allocated as follows:

a. Port of Davisville Infrastructure at Quonset - $15,000,000

b. Climate Resiliency - $2,000,000

c. Brownfields Remediation and Economic Development - $5,000,000

d. Local Recreation Projects - $5,000,000

e. Municipal Resiliency - $10,000,000

f. Newport Cliff Walk - $3,000,000

g. Agricultural Land Preservation Commission - $5,000,000

h. Open Space Program - $3,000,000

i. Forests and Habitat Management - $5,000,000

5. CULTURAL ARTS AND THE ECONOMY GRANT PROGRAM $10,000,000

For purposes of funding for 1:1 matching grants to continue the Cultural Arts and the Economy Grant Program administered by the Rhode Island State Council on the Arts (RISCA) for capital improvement, preservation, and renovation projects for public and non-profit artistic centers, performance centers, museums, and cultural art centers located throughout the State of Rhode Island, to be allocated as follows:

a. Tomaquag Museum - $2,000,000

b. Newport Contemporary Ballet - $2,000,000

c. Trinity Repertory Company - $2,000,000

d. Other funds to be allocated by the Rhode Island State Council on the Arts - $4,000,000

Local Questions 6 and 7 are amendments to the Cranston Home Rule Charter.

6. PROBATE JUDGE RESIDENCY

(Resolution of the City Council No. 2024-5 adopted February 26, 2024)

Shall an amendment to the following portion of Section 4.02 of the Home Rule Charter of the City of Cranston, to clarify the residency requirement for the probate judge, be approved?

Sec. 4.02 – Judge of probate.

The probate judge shall be a qualified elector of the City of Cranston State of Rhode Island, an attorney at law admitted to practice in the courts of Rhode Island, and shall at the time of the probate judge’s appointment have so practiced for five years.

7. CITY SOLICITOR RESIDENCY

(Resolution of the City Council No. 2024-6 adopted February 26, 2024)

Shall an amendment to the following portion of Section 8.01 of the Home Rule Charter of the City of Cranston, to clarify the residency requirement for the city solicitor, be approved?

Sec. 8.01 – Department of law.

The city solicitor shall be a qualified elector of the city of Cranston State of Rhode Island, an attorney at law admitted to practice in the courts of Rhode Island, and shall at the time of the city solicitor's appointment have so practiced for five years. The city solicitor shall appoint to serve at the city solicitor’s pleasure the assistant city solicitors who shall be electors of the city of Cranston State of Rhode Island and attorneys at law admitted to practice in the courts of Rhode Island.


AND TO TRANSACT ANY OTHER BUSINESS THAT MAY LEGALLY COME BEFORE SAID ELECTION.

Said election, as the law directs, shall be kept open from 7:00 A.M. until 8:00 P.M.
